The Evolution of the ICN Cost Recovery

In 2001, the Illinois Century Network (ICN) Policy Committee approved a cost recovery model to help fund the growth of the “new” network. 

Since 2001, The Illinois Century Network has received an annual allocation of state funding to support the legacy customer set comprised of: K-12 schools, institutions of higher education, museums and libraries. The state funding has subsidized use of the network by these entities in the form of baseline bandwidth. Baselines for public and private schools have been determined by published enrollment figures and Full-time Enrollment (FTE) headcount.  Public libraries and museums have been allocated a fixed amount per institution.

The remainder of our customer set, comprised of: state agencies, units of local government, and other local entities that provide services to Illinois citizens have not traditionally been provided a baseline bandwidth, as no such allocation has been made on their behalf. These constituents have always purchased 100% of the bandwidth they have required.

As the network has evolved and grown and state government has consolidated services, the ICN has become a network serving many more needs than those restricted to education. The ICN is now developing a new allocation model in conjunction with the IBOP-EC grant. Information about the grant can be found at www.illinois.net/ibop. The new allocation model will replace the current cost recovery model, as soon as, the IBOP-EC project is complete in the summer 2013. The new model will provide those traditional education, library and museum constituents with a share of the state allocation in the form of credits which can be used to purchase a range of ICN services. The state agencies, units of local government, hospitals, etc. while not allocated any cost recovery funding, will benefit from the drastically reduced pricing for greatly increased bandwidth.  The new model is currently being developed at the direction of the Advanced Engineering Task Force (AET), a statewide advisory committee to the ICN that includes representatives from all ICN constituent groups.

The Illinois Century Network remains the most successful state network in the nation and has experienced unprecedented growth in the public sector in both connections and utilization. By the summer of 2013 we anticipate being able to offer ten times the amount of bandwidth and speed at a fraction of the current price.
